IEC 61138:2007 pertains to flexible cables featuring insulation made from ethylene propylene rubber (EPR), polyvinyl chloride (PVC), or silicone rubber (SiR), which are designed for use with portable earthing and short-circuiting devices.
For such cables, a rated voltage is not assigned, as they are exclusively intended for earthing and short-circuiting applications.

The testing methods outlined in this standard are provided in accordance with IEC 60227-2, IEC 60245-2, IEC 60811, and IEC 62230.
